Evaluasi Kebijakan Outsourcing pada Undang-Undang Cipta Kerja dalam Perspektif Analisis Kebijakan Evaluation of Outsourcing Policy in the Job Creation Law from the Perspective of Policy Analysis

Abstract
This study aims to evaluate the outsourcing policy regulated under Indonesia’s Job Creation Law No. 11 of 2020 from the perspective of policy analysis. This policy has become a strategic issue in Indonesia as it directly affects job security, workers’ welfare, and the stability of industrial relations. Normatively, the outsourcing policy was designed to improve efficiency and labor market flexibility; however, in practice, it has created new challenges such as job insecurity, lack of legal certainty, and weak social protection for contract workers. This study applies a descriptive qualitative approach through interviews and literature review methods. The interview data were obtained from outsourced employees who expressed concerns about unstable employment conditions, uncertainty in contract renewal, and the unequal relationship between workers and employers. The findings indicate that the implementation of outsourcing policy has not been fully effective in achieving workers’ welfare. Based on William N. Dunn’s analytical framework, the policy has not met the criteria of effectiveness, efficiency, and public responsiveness. This research emphasizes the importance of continuous policy evaluation by considering social justice and labor rights. Active government involvement is needed in monitoring and reforming the outsourcing system so that labor policies in Indonesia do not merely prioritize economic efficiency but also ensure fairness and employment security for all workers.
