Kontestasi Aktor Dalam Tata Kelola Wisata Bahari: Studi di Pantai Dalegan, Gresik

Penelitian ini bertujuan untuk memetakan pola kontestas yang terjadi dalam kerangka tata kelola wisata lokal yakni Pantai Dalegan di Kabupaten Gresik. Latar belakang penelitian ini berangkat dari penatakelolaan area wisata yang terbengkalai secara fisik dan kelembagaan dengan salah satunya berupa fenomena reklamasi yang belum tuntas dan pembagian fungsi kelembagaan yang tidak sesuai. Penelitian dilakukan dengan metode kualitatif dan pendekatan studi kasus. Peneliti menggunakan teknik analisis interaktif dan triangulasi untuk memvalidasi hasil lapangan. Penelitian menunjukkan bahwa kontestasi yang terjadi dalam penatakelolaan wisata yakni antara pemerintah desa dan pengelola wisata yang menitikberatkan pembangunan pada aspek ekonomi, sedangkan kelompok sadar wisata (pokdarwis) mempertimbangkan aspek lingkungan dan tuntutan untuk melaksanakan pembangunan sesuai dengan kaidah kebijakan. Di luar keduanya, pihak yang terkena dampak adalah masyarakat sendiri dan kalangan usaha yang berada di areal wisata Pantai Dalegan. Implikasi penelitian ini adalah secara praktis menjawab pemetaan terkait kontestasi stakeholder dalam kebijakan penatakelolaan wisata lokal. Implikasi teoretis dari penelitian ini adalah memadukan beberapa argumen seputar kontestasi dengan menghasilkan argumen konseptual bahwa tidak sepenuhnya kontestasi hanya membawa dampak negatif, namun juga memiliki orientasi logis dari kepentingan yang dibawa masing-masing aktor.
