The research uses a qualitative case study approach conducted from December 2024 to March 2025 in Central Kalimantan. Data were collected through observations and interviews with the BKKBN Secretary, youth resilience program officers, family planning field officers (PLKB), and adolescents involved in early marriage. The data were analyzed using an interactive model, including data reduction, presentation, and conclusion drawing, and verified through source and method triangulation. The findings show that BKKBN implements several programs such as PUP (Marriage Age Maturity), GenRe (Planned Generation), and BKR (Adolescent Family Development), supported by local governments, family planning agencies (OPD KB), village governments, and PLKB. As a digital civil service platform, SITAGUH is designed to enhance the efficiency, transparency, and accessibility of public services in the field of civil servant administration. The research adopts a qualitative descriptive approach, utilizing data collection methods such as interviews, observations, and document analysis to assess the effectiveness and challenges associated with the implementation of the SITAGUH system. The findings indicate that SITAGUH successfully improves service quality by streamlining manual processes and accelerating service delivery. Nevertheless, the implementation also encounters challenges, including a lack of IT-skilled human resources among civil servants and the need for ongoing system training and socialization. Despite ongoing efforts to improve, limitations in access to essential infrastructure such as roads, clean water, and health facilities hinder social development and the creation of independent regions. This study aims to explore the role of basic infrastructure in supporting social development and the creation of self-sustaining regions in Gunung Mas Regency. The methodology used is a case study with a qualitative approach, involving interviews with relevant stakeholders and secondary data analysis. The findings show that inadequate infrastructure impedes the improvement of the community’s quality of life and increases dependence on external aid. Improving infrastructure integrated with local community empowerment is key to accelerating regional development. In conclusion, achieving quality regional autonomy requires policies that focus on equitable infrastructure development and community empowerment to support the creation of self-sustaining and sustainable regions.</em></p> 2025-08-21T00:00:00+00:00 Copyright (c) 2025 irwanifisip
