Pengaruh Kapasitas Strategis Daerah Dan Diversifikasi Ekonomi Terhadap Indeks Pembangunan Manusia: Bukti Empiris Dari Kabupaten/Kota Di Kalimantan Tengah The Effects of Regional Strategic Capacity and Economic Diversification on the Human Development Index: Empirical Evidence from Regencies and Municipalities in Central Kalimantan

Abstract
Penelitian ini bertujuan menganalisis pengaruh kapasitas strategis daerah dan diversifikasi ekonomi terhadap Indeks Pembangunan Manusia pada 14 kabupaten/kota di Provinsi Kalimantan Tengah selama periode 2020-2024. Penelitian ini menggunakan pendekatan kuantitatif dengan data panel sebanyak 70 observasi. Kapasitas strategis daerah diproksikan menggunakan Produk Domestik Regional Bruto atas dasar harga konstan, sedangkan diversifikasi ekonomi diukur menggunakan Indeks Diversifikasi Ekonomi. Kemiskinan, pengangguran, dan pertumbuhan ekonomi digunakan sebagai variabel kontrol. Analisis dilakukan menggunakan Fixed Effect Model dengan Panel Corrected Standard Errors. Hasil penelitian menunjukkan bahwa kapasitas strategis daerah berpengaruh positif dan signifikan terhadap Indeks Pembangunan Manusia. Sebaliknya, diversifikasi ekonomi tidak berpengaruh signifikan. Kemiskinan menunjukkan pengaruh signifikan, namun arahnya berlawanan dengan hipotesis awal, sedangkan pengangguran dan pertumbuhan ekonomi tidak berpengaruh signifikan. Temuan ini menunjukkan bahwa peningkatan pembangunan manusia di daerah berbasis sumber daya alam lebih ditentukan oleh kemampuan pemerintah daerah dalam memanfaatkan kapasitas ekonomi dibandingkan hanya mengandalkan perubahan struktur ekonomi. Penelitian ini memberikan implikasi bahwa pemerintah daerah perlu mengarahkan kapasitas ekonomi pada sektor pendidikan, kesehatan, infrastruktur dasar, dan pelayanan publik.
